My sisters westie is 6 years old and has never had a litter. Is she too old to breed now?

She's not too old to breed but often what happens is dogs that haven't bred by the time they're five or six have trouble getting pregnant and aren't good mothers. Not true in all cases of course, but I've seen it happen alot. The uterus also tends to get "older" faster if the dog wasn't bred relatively young.
