We just adopted a 1 1/2 year old Lhasa who continuously licks her privates and the pads of her feet. She also scratches herself a lot (though she was just dipped at the groomers and also has a flea collar) and has a tendency to scratch(bite) at her hind legs while laying down or seated (like they might be itching as well. What could be the cause?

This dog is young to have developed a true allergy condition.
Do have her examined by a veterinarian for: bladder infection, generalized yeast or bacterial infection of the skin, fleas...even one flea bite is enough to cause a whole-body histamine reaction in flea-sensitive dogs (Lhasas are). Try a product such as K-9 Advantix or Frontline Plus that will cover her whole body with flea-killing protection that is safe for her. Flea collars do not provide this protection, and can cause health problems.

This could also be a food allergy issue. You may consider switching to a food that doesn't have wheat or corn.
