Hi,
You need to be firm and when he gets mean say NO maybe spank him to hurt him but his feelings.I have amale chi that is very mean alot but when he bites me I pop his backside and say no and now he is not nearly as bad

if at 10 wks old this dog is biting viciously you need to do one of a few things...have the dog fixed then give it to a chihuahua rescue so they can evaluate and retrain the dog or put it down.
and dont take dogs from people who dont know what they are breeding.

You might try pinning him on his back until he summits to you. It sounds like he has taken over the house and is condsiders himself pack leader. You will need to figure out a way take that position back from him. Poping him on the butt in my opinion isn't the way to go with this behaviour.
